A qualitative analysis of the effects of school administrators appoinment types on teachers, school administrators and education and training process

Abstract (EN)

In this research, opinions and views received from the current administrators and teachers about the selection and appointment process of the administrators were reviewed and made suggestions with the aim of being assigned administrators to schools based on objective measures and to contribute to the educational policies to be made in this area. According to level of satisfaction with the assignment process, effects on education and training processes at schools, effects on management processes by having information about the operation of the system. The working group consists of 27 administrators including 23 men and 4 women and 41 teachers including 20 men and 21 women who work in the central province of Tokat kindergartens, primary schools, secondary schools and high schools at 2017-2018 academic education year. The study was conducted using qualitative research method using maximum diversity sampling. In the study, semi-structured interview forms were used and the interview questions were prepared after scanning the literature by taking the sub-objectives of the problem into the consideration and taking the experts opinion, data were analyzed through the content analysis method. In the study, current administrators and teachers are expecting for the administrators to be assigned in the competences as competent, having knowledge of legislation, having a certain period of teaching experience, having communicative skills, socially inclusive, impartial, fair and tolerant. Administrators feel themselves at peace at working place because they think that the examination appointment system are the counterpart of their labor and also they stated that the viewpoint of the staff is positive because they think that the exam and appointment are transparent, fair and objective. But on the other hand, administrators stated that the selection system by examination alone is insufficient. Legislation information can be measured but communication skills, experience and competence cannot be measured and there is a lot of difference between theory and practice. On the one hand, administrators and teachers stated about the appointment system with interview that communication skills and social characteristics can be analyzed with the interview system and qualifications can only be measured by interview, while on the other hand, unless there are objective criteria and the selection is made by objective commissions, the results are not objective and will not be. It is also a common view that competence is underestimated because they think that negativities such as political pressures and favoritism were included in this process. Administrators assigned with the examination emphasized that they had no problems with the management processes in the school because they were quickly accepted by their colleagues that have a positive impact on them. In the same way, administrators assigned with the examination indicating that they have experienced no difficulties in the management processes at the school, it has a positive impact on management processes that was derived from the data. However, teachers stated that they have problems related to organizing, about coordination, about communication, about ordering, about decision-making and supervision in management processes with administrators assigned with the interview as well as some of the teachers stated that they had no problems. Administrators and teachers stated opinions and made suggestions as the fact that the assignment is made every 4 years harms the institutional affiliation for improving the administrator selection system and the lack of assurance of administration disturbs administrators, as long as the selection and assignment continued to be done with the interview system, there will be no fair system because there will always be the effect of the political pressures and favoritism , school administrators' self-selection of their own team-worker will affect their performance positively, professionalization of administrative staff is necessary, administrators must have teaching experience, individuals to be assigned as administrators must receive training prior to their assignment, even administrators who have a master degree in the field of Education Management and Supervision must be selected for administration, exams must be done for the assignment of administrators and test score ratio should be more than interview ratio, there must be objective criteria and the selection with interview must be made by objective commissions for the measurement of experience and competences as well as the evaluation form that includes the features of the award, punishment, and education that administrators have stated in Annex 2 should also be included in the selection system of administrator.
