Abstract (EN)

The World population is increasing day by day and this inevitably leads to new civil needs. In the english literature civil engineering refers to a larger meaning area in contrast to Turkish. Civil engineering builds "lives and needs" instead of simple buildings. Especially in the area of housing, ground Works and substructure, environment and energy, there is infinite need, demand and resources. New productions and need of renovation make it a big cycyle which grows by population. As a result of this, dependence of civil engineering is being fed and gets stronger. Nevertheless, the effect of civil egineering on Gross National Product is aparent and well known. Such a bussiness area has to be more systematic and efficient for also future plans of government. With the expansion of resources in the international operations in Turkey in the beginning of 2000s, construction sector has experienced a movement of light. This rapid increase in production brought the principles of professional practice. It became very necessary to introduce standards for production by method of statements and technical specifications, so that a specific quality level can be reached. Also a kind of control mechanism becomes important to chechif standards are applied in the site. Tecnical specifications prepared by public institutions and experienced private sector firms preserves experiences which a cumulated throughout years. All of these studies aims to keep and improve quality of the production. On the other hand, medium sized construction firms can not entegrate such standards to their production policy which prevents them to reach an institutional structure. In additonal to internal dynamics of the construction sector, there are many problems related to the Project management. In the Project management; quality, time, health & safety and cost terms are dependent to each other. A small chage in any criteria, couses big change stoall system. So, any interference in the system has to be evaluated by engineering approach and consider these Project management criterias. In the thesis, sub-expertise areas are interpreted and technical procedures are studied to find out how these studies can be applied to construction sector. In the construction sector, compared to the automatized production areas, efficiency is veryless and it is well known that chronical quality problems exist due to the non-standardized production. Such a standardization needs automatized production and this need scoordinated reporting system. To conclude, standart forms makes this chain possible. Especially in non-institutonal and medium sized firms, there is no database and resource library which brings about the need for a practicle and applicable Project management system. Based on this need, in this study; it is aimed that quality, cost, health & safety and time criterias are entegrated in a report and planning system for such firms. In the quality management and time scheduling, healt & safety is as important as the work's being done according to technical specifications. Health and safety is an important part of quality. For example; some accidental cases reflects the image of the firm in a bad way on media or press. Nowadays, It is obvious that public is more sensitive and conciousthan before. So, according to moral and bussiness concerns, health and safety has to be a part of quality process. To entegrate the Project management system to site applications, in the basis of the specifications used in Turkey, optimum preperation studies tried to be summerized before main application. These studies are classified as bill of quantities, time schedule and procurement phases. With in the scope of the planning department, these forms are listed as minimum needs for a project management system. As a result of the literature researches, it is aimed to make it possible for medium sized firms to create and track procurement program time schedule, have their own database and make end of the Project evaluations. As a note, for a succesfull time scheduling, it is needed to use CPM (Critical Path Method) based programs with giant charts which proved it sufficiency in the Project management area all over the world. With the creation of the type form, while ensuring a standard production quality, the project will ensure the planning of the entire mid-level officials at the site, the participation of control processes, and management of safety controls with focus on the project 's financial and long-lead target. Besides, Project managers are involved health & safety works while they are busy with cost and time criterias. Using the standardized forms, bring a common language to all stuff, lessens the diversity of forms which concludes in time saving and enhances effectiveness. In the forms, clauses realted to health & safety criterias are very short and summarized reminders for technical stuff on site. Every personel on the site has to know requirements of the law - 6331 and related regulations. In the future studies, health & safety criteries need to be improved according to updated law and regulations. Alhtough, Project management – control forms looks like a simple structure consisted of easy algebraic operations, It is a good alternative to main problem of non-classified data of construction firms. In the action of construction, data is not stored and classified to conclude any point at the end of the project. These simply designed and user friendly forms will help to find out if there is any variance in the time and cost of the production while quality expectancies are reached. The variances calculated by means of control forms will be a great resource for future works. Especially by interpretation of these forms, firms will make the analysis called "Earned Value" which enables to get feed back from all projects. Otherwise, management plan for any crisis can not be produced.
