Abstract (EN)

Saffet Bey was a valuable Turkish mariner, with great contributions to Ottoman Maritime History. His inscriptive works were of great value to our history. Saffet Bey, like many other intellectuals of his time, was well aware of the dire situation of Ottoman Empire, and directed his efforts towards the solution of problems with his own critical perspective. His identity as a soldier, as well as an intellectual, caused him to witness some unfavourable situations in the empire, making Saffet Bey an intellectual, both living the problems and writing about the problems at the same time. In scope of this study, we'll focus on his literary works, diversified in various areas. Most important of these areas is education, indicating the unfavourable situation is result of a deficiency in order and ordinance. To understand his point of view, it's best to interpret Saffet Bey by the circumstances of his time and place of living as he struggled to bring solutions to problems, like many other Turkish intellectuals of that time.
