Abstract (EN)

In our thesis titled Judicary in the Ottoman Empire, we tried to determine the workload of women as a bureaucrat of the state, especially in the Ottoman classical period and the ongoing process, with a macro perspective. While doing this, we have taken as a basis the data of the sharia registers (kadi book), in which the woman records all kinds of official transactions. In addition to the registers, Ottoman law codes were among our main reference sources. From time to time, sheikh al-Islam fatwas are among the works that we refer to. Many research works on the subject were also used. The data in the registries we selected, especially in the capital city, where the timar system was applied, showed us that the main workload of women was the result of notary registration procedures, except in extraordinary situations such as travel. The first thing that comes to mind when a kadi is mentioned is the duty of "judge", with a workload of approximately 15%. In the absence of today's bureaucratic division, the kadı assumes many responsibilities that the present district governor and mayor fulfill in the district where he is located. As the only administrative chief who is directly addressed by the Sultan in the provinces, he is the supervisor of the ümera class. However, the question arises that a public building has not been allocated to such an important official so that he can fulfill all these duties and keep records in a healthy way. However, especially since we are based on determining the workload, it has been briefly evaluated in order not to stray from the subject. As a result, it is possible to say that the woman, who is known as a lawyer, but keeps all the official records in the province and is the biggest administrative officer of the district, is dealing with legal proceedings such as notary transactions, and litigation takes less time than such transactions.
