Abstract (EN)

Unemployment is one of the social problems of the society. Unemployment creates a serious economic problem for the unemployed and the society in which it belongs, and it also has social and psychological consequences. Unemployment insurance was created to keep the socio-economic problems of the unemployed despite being willing to work to a minimum level, to help them find a job and also being operated under a certain insurance technique for a limited period and amount of payment, and financed generally by workers, employers and the state. Undoubtedly, the economic, social and demographic characteristics of different countries differ, as well as the policies they implement in the fight against unemployment. Unemployment Insurance system in our country; the law draft, Law No. 4447 of 25 August 1999 submitted to the Turkish Grand National Assembly on July 12, 1999 and was published on September 8, 1999 in the Official Gazette and entered into force immediately. This thesis contains the discussions on the way of the work of the unemployment insurance in Turkey and also reviews the efficiency of the system as an automatic stabilizer. The main aim of this study is to create a source for the unemployment insurance system in Turkey and call attention to the problems experienced in practice.
