Examination of school administrators' perception on legislation of special education vocational school

Abstract (EN)
The main purpose of this research is; Special education vocational schools legislation is examined in the context of special education vocational school administrators' views. Qualitative method has been preffered in this study. Qualitative method studies are aproach that tries to investigate and understand where social phenomena exist in the theory building environment. The study group of the research consists of 15 school administrators all working in Special Education Vocational Schools located on the Anatolian of Istanbul. The interviews conducted by the researcher were made using the semi-structured interview form prepared by taking expert opinion and recorded on a voice recorder application of a mobile phone. Recordings have been transcribed and divided into main themes, themes and codes. With the content analysis, generalizations were tried to be reached within the context of main themes. These main themes are Objectives, Principles, Definitions, Scope and Basis of Special Education Legislation, Kind Types of Educational Services, Institutions, Diagnosis and Placement,, Staff Qualifications, Duties and Responsibilities of Staff (Teacher, Director, Assistant Director),, ' Student Affairs and Procedures 'Employment, Direction and Monitoring Procedures and Institutions'. As a result of the research, although there were problems due to different variables in the implementation of laws in special education vocational schools, it has been determined that there are contradictory statements, deficiencies in identification, voids and issues that need to be updated. In addition, it was concluded that the special education vocational schools have a status problem, the employment rates of the special education students are low and the supervision is not being done and teachers who are not originally special education teachers need to be reinformed and educated. As a result of these findings, recommendations were made to researchers and practitioners.
