Problems encountered by founding principals during the establishment of private pre-school education institutions and suggestions for solutions

This research was conducted to investigate the problems encountered during the establishment of private pre-school education institutions and the solution proposals with the framework of the opinions of the founding principals of private pre-school education institutions. This research was carried out using the case study pattern, which is one of the qualitative research techniques. The study group, which was created for the purpose of collecting research data, was determined by using the criterion and maximum sampling method, one of the purposeful sampling methods, together. The research was carried out in private pre-school education institutions in Kocaeli in the 2021-2022 academic year, and the opinions of 20 founding principals were sought in order to find answers to the research questions. In the research, data were collected through face-to-face interviews and a semi-structured interview form consisting of open-ended questions. Content analysis technique, one of the qualitative data analysis techniques, was preferred in the analysis of the data obtained in the study. According to the results obtained from the first problem of the research, the founding principals are; It has been determined that they encounter problems such as the large number of documents and reports requested by the MEB, the complexity of the procedures, the large number of institutions to be approved, and the long process of obtaining a license. According to the results obtained from the second problem of the research, the founding principals are; It has been determined that they encounter problems such as high building rental costs, high master service costs, long renovation process and difficulty in finding a building in a central location. According to the results obtained from the third problem of the research, the founding principals are; It has been determined that they encounter problems related to the lack of qualified teachers, the lack of qualified auxiliary personnel and the lack of experience. According to the results obtained from the fourth problem of the research, the founding principals are; It has been determined that they encounter problems related to the high cost of outdoor promotion, social media advertising and design. According to the results obtained, the solution proposals developed by the founding managers for the problems they encountered were determined as making the procedures clear and simple, providing investment and capital supports, providing incentives for buildings, land and rent by the government, and supporting the personnel recruitment of the MEB. Suggestions were made in the context of the results obtained from the research.
