An examination of the negative impacts of the COVİD-19 pandemic on the implementation of the Ministry of National Education's 2023 foreign language education vision

This study aims to examine the impact of the COVID-19 pandemic on the achievement of foreign language education goals outlined in the 2023 Education Vision published by the Ministry of National Education in 2018. In this context, the study analyzes the effects of pandemic conditions on the quality, accessibility, and sustainability of foreign language education based on teachers' perspectives. The research was conducted within the framework of a qualitative research design and is based on data collected from 15 English teachers working in various types of schools. The data were obtained through a semi-structured interview form developed by the researcher and analyzed using the thematic analysis method. According to the findings, during the pandemic period, teachers largely attempted to manage the process through their own efforts; factors such as lack of materials, digital infrastructure problems, and unequal access were found to hinder the full realization of the goals set in the 2023 Education Vision. Additionally, a decrease in teachers' professional motivation was observed due to the limited implementation of teacher training, digital competence, and pedagogical support mechanisms. The study highlights the challenges faced by foreign language education under extraordinary circumstances and reveals inconsistencies between the vision documents and their implementation. It underscores the need for more inclusive and holistic educational policies to be developed for similar situations in the future.
