Abstract (EN)
Governmental systems are established on relationships between the legislative and the executive. The political power, which determines and formulates the relationship between the legislative and the executive, has a vital role in the forming of a governmental system. Therefore the concept of political power is discussed in detail in the introductory part of the thesis. Rationalized devices and methods aim to resolve the theoretical and practical problems of the parliamentary system. These mechanisms have the purpose of decreasing the potential risks which result from changing the system of the government.Our study that has the title, ?Rationalized Parliamentary Governmental System and The Case of Turkey?, consists of three parts. In the first chapter, there is a theoretical review of the classical categorization of governmental systems and new classifications. In the second chapter, main problems of the parliamentary system are determined. In this context, some legal arrangements are offered to minimize the problems to make the parliamentary system more efficient. In the third and last chapter, The Ottoman-Turkish Constitutional developments until 1982 Constitution and the governmental system provided 1982 are discussed. Finally, the rationalized parliamentarism is discussed as an alternative vis-à-vis the governmental systems that were proposed in the literature.
