Parliament is a political body having legislative function. It makes the fundamental rules of law order. These fundamental rules are Constitution and acts. In this context, the legislative body determines the borders of law order. Parliament is a democratic legislative body and stands on the representative base in the modern democracies.Parliaments are unicameral or two chamber system as to their structure. Two chamber systems are systems in which parliamentary power is used by two separate bodies and legislative function is fulfilled by these two bodies.The structural character of the parliaments, being unicameral or two chamber system is related to the state?s basic organization, social and political structure of the society, historical conditions and political and economic understanding.Two chamber systems is arised in England for providing the representation of people and aristocracy concurrently and it is adopted by some countries for practical advantages afterwards.In the historical development process, two chamber system is begun to apply in the monarchies firstly. Afterward it is applied in the parliamentary systems after used in parliamentary system by France.Two chamber system is applied in the process of the Constitution of 1876 and the Constitution of 1961 in Turkey.The structure of the thesis contains three chapters: ?Legislative Function and Legislative Body?, Two Chamber System?, ?Application and Applicability in Turkey?
