Abstract (EN)
20th century modernists were aware of the importance of setting the national economy while setting the national-state. According to them national economy would only be possible by creating the bourgeois class. For this reason state tried to set a bourgeois class who has national values however this class did not achieve what is expected from them and state did not hesitate punishing them when they did not succeed. Even though bureaucracy defined the boundaries of private sector with special interferences, in fact it was aware of the need of national bourgeois class in the formation to which it wanted to reach. This love and hatred relation can be summarized by the saying ?despite bourgeoisie, for bourgeoisie? and it appears as the most important dynamic which determine the formation of private sector.
