Abstract (EN)

In this master thesis, it is aimed to assess how Judicial Record System (a performance appraisal method used in order to evaluate the job performance of the personnel in Turkish Air Force Command) works, whether the system meets the personnel's expectation and the performance appraisal is performed objectively or not. The main objective is to measure the effects of the mistakes made during the performance appraisal and non-objective appraisement of superiors on the social capital level of personnel. Using the 7-point likert scale survey, the personnel in TAFC have been questined about record system (performance appraisal system) and information about the working of the system has been received. In the light of these informations, the effects of social capital questions on the system have been researched. 375 personnel have been surveyed. Due to the vertical organisational structure of TAFC, personnel shrinked the question and only 207 in 375 personnel surveyed have answered the questions. Reliability analysis of scales in survey has been tested with SPSS statistic 17.0. Survey data has been evaluated with correlation and regression analysis and the effect size of the evaluation of the record system on up and down factors of the social capital has been measured. In the light of the these statistical data, survey data has been evaluated. The results show that the down factors of record system, which are rewarding, promotion and system effect, job description and objective evaluation effects the up-factors of social capital which are reliability, support, communication and relationship of organisaiton, non-governmental organizations and personnel cooperation. In the result section, it is explained in detail.
