Performance evaluation: A study in Şanlıurfa Provincial Police Office

Performance evaluation is the process of deciding about the success or failure of employees at work in organizations. Officer registry regulations were repealed in 2011 and Public institutions and organizations were authorized to set their own personel performance system(But they should get opinions of State Personel Department) In this process, The Security General Directorate has begun to work on a new performance evaluation system. As a result of these studies, individual performance evaluation system was created. Since August 2012, this system was began to use as an individual personnel performance evaluation system in The Security General Directorate. Evaluation results are used in areas such as training needs of the staff and which required staff to work in what unit and lodgings ranking. Therefore, performance evaluation is important for staff at all ranks and branches. In this study 7 Personnels, who work at different ranks and branches in Şanlıurfa Province Police Departmant, were interviewed and try to get their opinions about new and old performance evaluation system and for this it has been conducted qualititative research. After the interviews, all datas were transfered to computer. As a result of the case study, supervisors have expressed their opinions by comparing the old and new system. According to supervisors: new system is clearer than old system and personnel can easily learn their performance note, new system provides easier evaluation than old system, evaluation process is more flexible than old system, old system causes time and paper wasting, despite that with new system, all evaluations are done on computer and this prevents time and paper wasting. With the new system more supervisors can evaluate personnels and so evaluation could be more equitable.
