Abstract (EN)

ABSTRACTEnterprises should always employ people no matter what their operationis about and human capital is the most important input of an enterprise. Laborforce has a very different position and value among all the other inputs. Humancapital can never be replaced by any other factor. That is because of the factthat it is the human being who provides all the other factors, who plans andorganizes, who manages and works and so controls all of the resources.No matter how much automation is provided along with thetechnological and economic developments, these developments are inadequatewithout thinking skills. Therefore, without a good human resource planning andmanagement it is very difficult for an enterprise to continue its operations in thecurrent market. The enterprises which are aware of the importance of humanresources keep their personnel management up-to-date and are one step aheadin the market.This input becomes much more valuable in the enterprises whichproduce services. Because of the facts that services is transferred from people topeople, is consumed at the time of giving and can not be saved, the importanceof human capital becomes much more clear. Within the last thirty years, theimportance of services has been rapidly increasing in all the national economies.Therefore, human resources should be used in the correct job, the correct timeand in the correct place to have optimum outputs.This study has been done in order to determine whether the distributionof personnel in İzmir Health Group Ministry is adequate or not and to point outthe views of Health Groups Managers in personnel planning and distribution.The study consists of six chapters. In the first chapter the functions,principles, organization and management of human resources have beenexplained. In the second part, personnel planning, providing and selection haveviibeen pointed out. In the third part, health, health services, the development ofhealth services in Turkey and health institutions, whereas in the fourth parthealth labor force planning have been stressed. In the fifth part a study ofpersonnel planning in İzmir and the role of health group managers in personneldistribution have taken place. In the sixth part the results of the polls have beenevaluated and recommendations have been made.Keywords: Health Group Ministry, health labor force planning, health laborforce distribution.viii
