Özet (EN)

The aim of this study is to compare Turkey's teacher education and appointment systems/policies with the most successful countries in the PlSA examinations which aim to measure the knowledge and skills gained through the nations' education systems. The data presented in this study were obtained by using the qualitative content analysis method ve qualitative document analysis method was used as the method of this study. As a result of this comparison: although some similar aspects have been found and Turkey had begun the teacher education and appointment studies in contemporary sense earlier than the other countries, it has been reached the finding that Turkey was not able to maintain the reform process consistently which would turn these studies into success. In the context of teacher education and performance evaluation, it is seen that there are some inadequacies such as limitations in teacher appointment and teachers' occupational rights etc. in the Turkish education system according to the compared countries. For this reason, it has been concluded that Turkey needs to tackle the teacher education and appointment process more consistently along with a holistic approach.
