License plate recognition system is comprised of three main components. These main components are the detection of the region of license plate, segmentation of the characters in the region of license plate found and recognition of the characters extricated.The system is connected to the determination of license plate region within the image of vehicle from the front and from behind through the line-based method and to character recognition system. The line-based method is based on the observation of cross section of vehicle image. When cross section cuts the region of license plate number, the license plate region determined. Following the finding of license plate region, characters are extricated. Horizontal segmentation, vertical segmentation and character recognition process is completed through template matching approach.The success rate of system is obtained as 92% in the process regarding the determination of license plate region, 95% in the process concerning the segmentation of license plate characters and 90% in the recognition of license plate characters.
