In our global world, the need of energy is increasing day by day. It forces us to use sources effectively and that's why concepts such as energy efficiency and energy saving become a current issue. All these concepts, dealing with energy, emphasize the importance of "energy management." The aim of this thesis is to avoid the energy loss caused by lighting systems; which are left turned on except from working hours, or education tools; such as televisions, smart boards, computers, projection etc. These tools and systems are kept in the stand-by mode especially at universities and vocational high schools, which have more than one building to provide energy saving by setting up an effective energy management system for a campus. For this purpose, a real time implementation device was set up for energy saving in a trial site which is considered to consist of four buildings. In this application of the device, energy inputs belonging to lightening and extension lines of buildings are checked with a slave PLC. On and off time data of energy inputs in those buildings are entered separately for each day every week with a touch screen panel in a main control center. That data is being transmitted to a master PLC with a high-speed communication protocol. A master PLC that transmits time data to slave PLC, by using a CAN-BUS communication protocol is used to check energy input of buildings automatically. Energy input of buildings can be turned on and off with a panel operator manually. Besides this, the system can be passivated with the keys, which are kept in the buildings. As a result, the communication system, which can respond to the complete communication needs of the operator panel and PLC in the designed system, is achieved. In each PLC a logical algorithm is composed to provide that the system goes on operating. By using PLC, panel operator and CAN-BUS communication protocol, an energy management system, which provides energy saving, runs speedy and stationary, is set up.
