Abstract (EN)

Implementation of Official Development Assistance (ODA) by donor countries (country that performs ODA) to recipient countries is generally carried out by developed countries in the world depending on a strategy. Since TİKA (Turkish Cooperation and Coordination Agency) is the organization that carries out and coordinates the DA in our country, it is a great deficiency that the activities it carries out do not depend on a concrete strategy. The fact that our country has been shown as a rising donor in the field of DA in recent years and that our country has spent more than many developed countries show the importance of this issue. In addition, considering the ratio of her expenditures to GNP, its surpassing many developed countries in the world is another important indicator of this issue. The basis of this thesis is to determine the priority status for 11 countries where CG will be implemented by TIKA. In this context, first of all, data were collected among TIKA Experts with an information collection tool, the results obtained from this were transferred to the fuzzy AHP method and the importance rates of the criteria were determined. Then, as a result of the calculations made on the basis of the Fuzzy MOORA method with the transfer of these results, the priority status of these 11 countries in terms of the implementation of DA has been revealed.
