Urban rental effect of risk building based urban transformation, İzmir- Karşıyaka case

The transformation practices that started with the "Municipal Law 5393", which entered into force in 2005, have gained a broad ground of application with the "6306 Law on the Transformation of Disaster Risk Areas", which entered into force in 2012. When the studies carried out in accordance with Law No. 6306 are examined, it is seen that there is no uniform purpose and application; It is observed that the processes produce their own dynamics according to the ground, the characteristics of the region, the supply and demand situation, and even the rationale potential. The improvement of risky structures undoubtedly has positive benefits in the context of the city and architecture. However, it is thought that a transformation process that is far from social, cultural and environmental dimensions will not provide a holistic benefit to the cities. In this context, in this study, it is aimed to observe whether the contribution of the Law no. 6306 in the "risky structure" category in the Karşıyaka District of İzmir Province to contribute to the formation of rent beyond the elimination of the disaster risk targeted by the law. The data used in the study were obtained from İzmir Governorship Provincial Directorate of Environment and Urbanization and Karşıyaka Municipality. The data were classified according to the neighborhoods and the year of application, and then the archives of real estate appraisal firms holding the SPK license were scanned and the appraisal reports of 289 of 2.113 buildings declared as risky structures were obtained. Subsequently, these housing values were moved to 2019 housing price index determined by the Central Bank of Republic Turkey (CBRT). Furthermore, the values of these houses according to the current market conditions were once again determined by the researcher using the "Peer Comparison" method, one of the real estate valuation methods. As a result, these two values have been compared with each other on the basis of parcels and neighborhoods, and it has been shown that Law No. 6306 does not only serve for the renovation of buildings in the face of disaster risk, but also generates rent on the basis of renewed houses.
