Post-war rural areas in Syria are facing huge challenges. Therefore, comprehensive developmental strategies designed specifically to respond to their problems are needed. Researchers have examined potentials for development through analysing conceptual frameworks and implemented case studies to understand the possible tools. The concept of resilience belongs to these new tools of strategic diagnosis and monitoring of a given space. Building on existing work of development theories, the research investigates the idea of using the concept of resilience for determining rural development potentials. Moreover, it tackles the efficiency of those studied tools and which lessons can be learnt. Secondary data were collected and analysed alongside case studies of rural resilience implementation. Furthermore, a pilot zone in Syria was chosen to do a damage assessment and to detect post-war reconstruction and rehabilitation measurements through primary data collection and analysis. The analysis demonstrated strengths and weaknesses and resulted in a conceptual framework for pilot-zone development. Analysis results were then generalized to the areas sharing the same characteristics as the studied zone. In addition, a conceptual framework was proposed for rural areas of Syria. Finally, further research is needed in the field of post-war context to identify factors that could strengthen the effectiveness of resilience as a development strategy
