Revisionist period in Russian foreign policy: The case of Georgia intervention

The Caucasus is a region with enormous cultural diversity, a bridge between continents and societies, and an energy route for hundreds of years. The Caucasus, which attracted the attention of many political and military powers internally and externally in ancient, medieval and modern times, and was the scene of conflicts, still constitutes an important competitive field on the global level. Georgia, which constitutes an important power area of the Caucasus Region in the international arena, is more important geopolitically than other states in the region due to its outlet to the open seas. The Caucasian countries, which gained their independence after the collapse of the Soviet Union, tried to develop a national identity while defining their national interests. Due to its complex ethnic structure, Georgia experienced this situation more clearly. The tensions that emerged under the influence of this complex ethnic structure turned into conflicts first in South Ossetia and then in Abkhazia after independence, creating potential tension zones in Javakheti and Adjaria, which are still on the agenda. The conflicts that started when Georgia was threatened by the separatist ethnic groups and the problems arising from the separatist ethnic groups took place within the country, turned into the 2008 War with Russia's maintaining the constitutional order operation. This war not only did not help to establish peace in the Caucasus diplomatically, but also deepened the existing problems. Russia's intervention in Georgia without notifying the UN Security Council and without any permission clearly violated Article 2/4 of the UN Treaty, which was established within the scope of the prohibition on the use of force. It is of great importance to examine the military intervention in question within the framework of international law principles and existing prohibitions. The concept of using force in international law has recently entered the literature and is a controversial subject, and with Russia's military intervention in Georgia, it has already inflamed new discussions. In particular, the principles of the prohibition of the use of force and the right of self-defense should be taken into account in the investigation of Russia's military intervention in Georgia in the field of international law.
