Abstract (EN)
The main topic of the thesis is that the Russian Federation has been important in every period, and when it comes to its 'Backyard' attitude ("Arka Bahçe", in the sense of ownership), it is about maintaining its weight in the Central Asian region by applying its cultural policies. In the Central Asian region, the other leading states (USA, China, France, Germany, etc.) have also applied soft power policy tool quite often. However, since the period of Tsarist Russia, both administrative and political relations on the region and the people's admiration of Russia's rich cultural history, has provided a great advantage for Russian Federation. The basis of the interests of Russia in Central Asia is the preservation of special relations in the political and economic spheres, in the fields of defense and security as well as in the cultural and linguistic spheres. While security is a priority issue for Russia, it follows a policy of economic and political integration. The Central Asian countries were once part of the Soviet Union, but are now reunited within another framework of organization (CIS). In today's modern world, politics as well as nations are in a diplomatic relationship in the cultural field. States have become part of our daily life, just like a living organism, even if they are aware of this cultural exchange. Cultural diplomacy covers the power concept. One of the state's values, knowledge, cuisine, music, folklore, in other words the values that make the society exist within the definite state, have to be introduced and delivered to the people of other countries. Today, the country that efficiently uses soft power is definitely Great Britain. Then comes the United States. Iran is also assertive. Education is an important pillar of cultural diplomacy. For example, there are those who want to come to Turkey, Istanbul, who want to see closely the culture of the whole Turkey and Turkish people, those who dream and are eager to see the beautiful landscapes of the Bosphorus every day, and they are mostly young people from the Middle East, Central Asia and Africa. There are a lot of students from different universities all over the world who dream of coming and living in Turkey. And Turkey is supporting students through students' exchange programs and scholarship programs. Today, the situation when the young people who are living and getting education in Turkey are those who will support the future development of their own countries, is really rejoicing. These structures are the introduction and exchange of culture through education
