Abstract (EN)

As a method and notion social insurance is an human part of legal system.It helps when people can not find jobs and earnings easily. There are many reasons on it such as disease, invalidity, the old, juvenile age, unemployment (the lack of demand on labors) and etc.It became as a independent department in Soviet period in Russia. It took some hundred years to get social system in developed countries and the legal frame of government-employer-employee relations have been formed stage by stage.In our days the practice of foreign countries mentions about three kinds of social insurance: 1) subsidies ? to whom can not take theirselves under warranty in general tax system 2) obligatory government social insurance ? is financed by venture between labour and capital 3) optional insurance of employees and employers. Government policy is designed for protecting the balance of social responsibility. Contributions of the parties in social system can be different but each country is obliged to save this balance and regulation.There is no ready solutions for all problems but the social partnership notion is generated notion and is valid for all countries.First part of the thesis contains general notions of social insurance system of Russian Federation, second part contains social insurance, third contains retirement and forth part contains social aid and social service.
