The aim of this study is to identify superefficient, efficient and non-efficient hospitals and centers, which gives dental care service and are working under the Ministry of Health, by comparatively measuring the performances regarding the use of financial and not-financial medical resources (activities), to determine the improvement values of non-efficient institutions and to evaluate the results comparatively.In this study we used Data Envelopment Analysis (DEA), which is used in many healthcare performance evaluation systems, facilitates the comparative measurement of multiple decision units and provides information regarding how much improvement can be done in those decision units by following other decision units. The analysis has been limited to Input Oriented Model (Charnes, Cooper and Rhodes-CCR) as the possibility of input control is greater in the healthcare services.The scope of the study consists 2 Dental Health Hospitals and 26 Dental Health Centers, all working under the Ministry of Health. The study uses two different data sets for 2008 and 2009, one for financial and activity based records. Financial data were obtained from corresponding account entries from post-closing trial balances. Activity data consists of data such as number of the healthcare personnel of the decision units and the number of medical equipment.The study showed that in 2008, 39% of the sample institutions were only financially effective (FE), 11% were only effective in activities (AE), 14% were effective both financially and in activities (FAE), and 36% were effective neither financially nor in activities (NFAE).But in 2009, we saw that 18% of the sample institutions were only financially effective (FE), 25% were only effective in activities (AE), 50% were effective both financially and in activities (FAE), and 7% were effective neither financially nor in activities (NFAE).We identified that although effectiveness of the sample institutions is improving in contexts of both financially and activity, it was not enough.The study concludes that there is no significant relation between the financial effectiveness and the profitability.Keys Works:1.
