Abstract (EN)

Today, like other sectors in public administration, a rapid transformation hasbeen occuring in health service sector. The globalisation process and social, politicaland economic developments in the world have increased the importance ofdecentralization of the health service sector. The reform attempts of health service inTurkey has been effected by this developments. Especially after 1990s, in this reformprocess, transferring the functions and powers form central government to localgovernments has been seen as a priority. The Basic Law of Public Administrationwhich was sent back by President to the Grand National Assembly of Turkey has notlegalized yet is projected transferring health services supply to local governments. Inthis context, one of the aim of "Transformation of Health Program" is to reform ofhealth services according to decentralization principles. In this study, probableeffects and results of decentralization of health services in Turkey is analyzed in thelight of some application examples of different countries .Key Words: Health service, reform, decentralization
