Abstract (EN)

The European Union is an organization that has the social, economic, political and cultural aspects together with its own structure intensely taking place on the agenda of Turkey for the last 50 years. In this sense, Turkey?s membership in The European Union should be evaluated with its all aspects and revealed its executive structuring.The European Union has been incorporated new members since the day it was established and it has been increased much its power and impact by this means. Turkey is included this enlargement process. Since 1963 Turkey and EU relations is shaped by the adaptation process and negotiations for the membership. Many treaties, contracts and agreements on this issue are in force. The European Union accession process shapes the social policies in Turkey on a basis of union rights and health sector. It is possible to reach relatively more concrete and clear outputs when the development of union rights are utilized along with public health sector.The union rights have been surely expanded with reform efforts in comparison with the past and reached a certain point. The level reached in quantitative sense yet needs to be developed in terms of the content and quality.Key Words: European Union, EU Enlargement Process, Social Policy,
