International security and private military consulting companies in defense and internal security

Extensive outsourcing of military and security functions has become an important state of affairs in recent years. This new developing industry has been growing rapidly thanks to its nature. The rise of the private military industry has begun with the emergence of private military companies as the corporate companies in the post-Cold War era, providing military and security services to various clients. Due to the negative connotation of the concept of mercenary, today's private military companies have transformed their legal entities to gain a legitimate public role, and have become more visible by the performing a series of military and security services for government agencies and the international organizations. Private military consulting companies are the closest service provider to the military's core mission within the private military industry. Private military consultancy companies that do not directly participate in front line war, but provide services in the field of defense and internal security can reshape clients strategic advice, training and operational services to their customers, andalso they create a trasformative gain in capabilities. Today, many of private military companies provide consultancy services. The weak cuntries seek the services of private military consulting companies in restructuring their armed forces while for powerful contries, they provide cost-effective and political solutions in the execution of their foreign policy objectives. The indirect effects of private military consulting companies on the defense policies, the power to analyze and regulate information are increasingly powering the practical security agenda. In this study, the scope of service of private military consultancy companies, their roles, their relations with the central state and in this context their possible effects on international security were examined. For this reason, it has been tried to present a research based on a comprehensive and structural analysis of private military consulting companies focused on their spheres of influence, activities and institutional structures. In this study, historical and descriptive research methods and document-based data analysis were carried out.
