Abstract (EN)
The defense industry, by keeping the trust and welfare of the people at the forefront, is a non-profit, ensuring the existence of the state, directly housing and large projects around the country's economy has a largely proprietary structure. Defense industry projects, which directly affect the economic, political and military power of countries in the international arena, need innovations and modernization together with changing and developing technology. Depending on these changes, it is important to determine the needs of high-budget and complex defense industry projects under uncertainties and to plan them in line with the desired outputs. In this context, in our study, projects belonging to the defense industry sector in our country; A solution methodology has been developed for accurate planning, taking into account the high costs, the desired product outputs in certain periods in line with the country's needs, and the activities that must be carried out simultaneously in coordination. A perspective is presented for determining the procurement process for projects belonging to land, air, ground defense and air defense project groups during a 10-year plan period in our country. By using the efficiency value of each weapon system, which is called the Total Lethality Index (TLI) in the literature, it is aimed to maximize the efficiency value that the projects will bring in line with the desired outputs with the budget constraint. In addition to the efficiency values that the projects will bring individually in case of realization, the maximization of the total efficiency with additional efficiency values in case the projects that support each other are realized together in the same period and used in an integrated way are discussed for the first time in our study. In the mathematical model, a nonlinear structure was obtained due to the fact that the variables were in the multiplication state. The nonlinear programming model has been made linear with the transformation techniques used in the literature. On a sample problem, the linear programming model is coded in the GAMS program and optimal solutions are obtained with the CPLEX solver.
