Determining joint and coordinated parameters of technical infrastructure projects in urban settlements - case: Tire Municipality ? İzmir

Among those public services which cities shall offer in order to attain a proper functional performance, to avail for urban restructuring by means of spatial changes and transformation, to have control over and guide the urban development and to provide for a healthy urban quality of life, those services, projects and investments of technical infrastructure occupy a pivotal place that are mutually related with urban development strategies and planning processes. The planning of technical infrastructure projects, formulation of a rational decision-making, scheduling and programming processes and coordination followed by determination of synchronization and sequencing of preferences are all dependent upon determination of the mutually-coordinated qualities of the physical infrastructure project and those issues related with its programming.In cities, identification of the problems and the causes of risks as well as the sequence of preferences pertaining to implementation, programming, management and finance of basic operation stages and details of technical infrastructure services are necessary for those approaches that are needed for programming of joint and coordinated implementations and for problem solutions and methods that bring optimization of work-time-resource. In this context, the hypothesis of the dissertation is based on the idea that there can be a method formulated, which provides for efficient and productive use of limited resources and which eliminates repetition of operations, loss and waste of time and resources, and half-finished applications of any project. Besides, the scope of the study also involves consideration of the possibility of joint investment alternatives for middle-small sized cities and related application programs including norms of standardization. The adopted targets aim at provision of high-quality, equal, just and healthy services to the city and urban inhabitants, achieving a balanced social structure and ensuring a sustainable urban life and civic commitment.This study examines the above-mentioned hypothesis by determination of the causes of technical infrastructure problems; formulation of the spatial alignments required for problem-solving procedures; identification and development of joint and coordinated programming approaches in a synchronized method that involves specification of those issues of programming related to technical infrastructure planning and urban planning; and testing the considerations and approaches in a middle-small sized urban environment, where Tire has been selected as the case.
