Abstract (EN)

The collection, separation and disposal of wastes generated as a result of human activities require a process that must be managed from the past to the present. The content and amount of waste generated by population growth, urbanization, industrialization and differentiation of consumption habits has changed. When wastes are not managed in a planned manner due to the plastic, metal, paper and glass types they contain, they potentially pose a threat to the environment and human health. It causes environmental degradation such as air, water, soil pollution, loss of biodiversity and an increase in global warming due to greenhouse gases. Today, the concept of Zero Waste is defined as a holistic innovation in the global sense. It is estimated that this practice, which includes various methods and policies from the production to consumption of waste, and for which many stakeholders are responsible, will solve the waste problem to a large extent. In practice, socio-economic, political, environmental and technological aspects are interrelated and dynamic. The concept of Zero Waste is a management system that requires transformation and integration in many areas. For these reasons, we encounter multifaceted and interdisciplinary obstacles in practice. The aim of the study is to evaluate the obstacles encountered in Zero Waste implementation. As a result of the literature review, five main obstacles and twenty-nine sub-obstacles encountered in the Zero Waste application were determined. Based on the opinions of experts in the field, the obstacles encountered in Zero Waste implementation were analyzed with the Pythagorean Fuzzy Analytic Hierarchy Process (AHP) method. As a result of the study, it is seen that the main obstacle order is Financial Barriers>Legal and Political Barriers>Social-Cultural Barriers> Organizational Barriers>Technical and Physical Barriers. According to global data: It has been determined that the primary obstacle in Zero Waste implementation is "Insufficient taxation and incentives".
