Positioning cyber security with a strategic perspective: Cases analysis with the context of threats/deterrance

Emphasizing the changes in the concepts of threat, deterrence and security in international relations over time and the transformation they have created in war vehicles, it was stated that the cyber conflict period is experienced today in the context of exemplary crises. In cyber conflict, focusing on the concept of cyber weapons, the strengths and weaknesses of the role of cyber concepts in the national security of nations have been tried to be determined in a strategic perspective. Thus, in the 21st century, with the emergence of asymmetric threats, it is considered that the competition between actors and the race to gain power creates the possibility of a serious global cyber crisis. In this direction, it has been emphasized that cyber weapons are effective and effective in such a way that they can provide the same results without entering a conventional or nuclear war, their effects and results on critical areas can cause great damage due to the domino effect, measures have been taken in domestic law, but regulations have not been made in the international area yet. In the field of cyber security, it is emphasized that the rules that can be easily measured for the activities in cyber space and the necessity of a higher authority institution to control these rules are emphasized to develop a cooperation model that will measure the freedom, equality and rights of all actors. As a result, it is considered that as a result of technological developments, instead of traditional security perceptions and limits, conflicts between the actors will take place in the cyber space and turn into the dominant belief in international relations. As a result of this evaluation, predictions about the future order will be determined and some model proposals for a global solution will be presented.
