According to the Register Book Civil Servants from Çorum

Çorum is an important center of world civilization with its history and culture accumulation for nearly eight thousand years. From Hittite and Phrygian to the Byzantine, Ottoman and Republic of Turkey Corum dating back to the Seljuk and Danişmentliler; It is rediscovered today with the accumulation of thousands of years and the magnificent civilization which is the work of different peoples, and conveys its light from Central Anatolia to the whole world. We, the Corums, carry this civilization torch with justified pride. These lands, hosting the traces of different cultures and different societies, are home to a collective civilization that influences humanity even today and directs today's developments with its accumulation. The Ottoman Empire tried to make radical changes, the innovations made during Mahmut the second and the Ottoman Reform Periods did not meet the expectations of the state. Therefore, during the reign of Abdulhamid the second, reforms continued and establishing the central system was the most important goal. Depending on the central system principle; judicial, civil and military reforms were done. In the second half of the 19th century, there were significant increases in the number of civil servants in the Ottoman Empire. The main purpose of increasing the number of civil servants was to adopt central power to the smallest administrative unit and to establish full connection between the center and the provinces. Therefore, in order to keep the records of the increased officers and to supervise their work, the Administration of Registry was established in 1879. This institution recorded the information about the civil servants in the Registry Affairs. The Administration of Registry which is the most important written source of the last period of the Ottoman Empire bureaucracy was explained how it was made in the published regulations. The questions which were asked to the officers and the answers to questions such as which family member, place of birth, father's name, education, languages he knows, where he works, awards and punishments they have received are recorded in these books. These official documents give us extensive information about the officers of this period in terms of their biography. In this study, the details of the lives of 87 Çorum officers registered in the Administration Registers were examined. Through the examination of the Çorum officials, important information was obtained about how the provincial officers were employed and how their positive and negative activities yielded results.
