Abstract (EN)

The classical "Kalemiye" organization, which was constituted Ottoman administrative staff until the XIXth century, was subjected to a radical civil bureaucratic reform that began in the period of Mahmud II and found its balance during the Tanzimat Period. One of the issues that has been attempted in this context has been the effort to set a standard for state personnel records. As a result, in 1879, the Sicill-i Ahvâl Administration was formed and the professional quantity and qualifications of the civil servants employed in the Ottoman bureaucracy began to be recorded within the framework of standard criteria.Thanks to these records, called Sicill-i Ahvâl Books, it was possible to reach the statistics of quantitative and qualitative data, which were collected by approximately 95 thousand state personnel in 201 books. With the data obtained from these records, which started to be kept during Abdulhamid II period, and can be called as a kind of resume of civil servants, the service scheme's of the civil servants can be revealed. In addition to numerous questions about the civil servants which are already registered to the book, such as father's names, birth places, family and family members, educational statuses, places where they work, it is possible to get answers to questions such as their works, awards, penalties, ranks and orders. In our study which we believe will contribute to the determination of the socio-cultural situation of the end of the XIX. century and the beginnings of the XX. century of the Island of Cyprus, the Cypriot officers were examined on the basis of the Sicill-i Ahvâl Books. In the Sicill-i Ahvâl records that we identified, which take place in the Ottoman Archive prosopographic data of 157 Cypriot civil servants, 151 of whom were Muslim and 6 were non-Muslim, were presented. Our study consists of an introduction and three parts.In the introduction, the importance of Ottoman bureaucracy and the sources of Sicill-i Ahvâl was emphasized.In the first part; the change in the bureaucratic structure of the period of Abdulhamid II, establishment and function of the Sicill-i Ahvâl Commission and the nature of the books held by the commission was examined and the administrative, economic and demographic situation of Cyprus in general was mentioned in order to evaluate the books correctly. In the second part; according to the Cyprus Sicill-i Ahvâl Books, the name, nickname, title, family name, educational status and professional life of the Cypriot civil servants were discussed. In the third part; the ranks, orders, medals and offenses attributed to the Cypriot officers and the penalties imposed on the officers were evaluated and the evaluations were presented in tables. As a result of our study, data on various topics are presented such as the administrative institutions at the end of XIXth century and in the beginning of 20th century in Cyprus, education platforms, schools, the most used names in the island, existing dynasties in the island and the professions.
