Özet (EN)

The purpose of the work is to examine how ruling and dystopia concepts are treated in the movies assigned in cinema history, their spesifications and how they are presented in a vague and clear way. Structure that our world is becoming slowly, arising management understandings, wars create a pessimist expectation other than a realization of a bright future. While the owner of authority and power strengthens its current position, concepts such as individual, self, existence are slowly disappearing.Related my work arising in the basis of ciriticism and conceptualization that French philosopher Michel Foucault made on the ruling, change of general and classical ruling applications within time period, are examined. It is seen that is adopted the idea of sustentation, to get the life physically and spiritually under discipline and control by going away from the killing and punishment applications of modern ruling structure of our day. The management tells that it prepares the best for the public and impose it in event situation and people are asked to obey this order unconditionally. The necessity that each individual should be under the control of ruling, recalls Panopticon observation projection of Jeremy Bentham and it shows itself in every section of our lives. Observer in this system is not just government or current management, in this order everone should watch the order and if they notice any situation contradicts with the laws, they should report it. Therfore, mentioned system is a paranoid style in which it is not known that when and by whom the individual is observerd or even if he/she is observed.Pessimist scripts, which predict and fictionalized a world like this from this day, are presented by dystopias, which are antithesis utopia. These ideas produced for future, are seen very possible against the unreality of utopia. Dystopias don?t say that the world will certainly be like this in the future, however it aims the public to have more conscious about the potentials. Dystopic movies, which find place in the science fiction branch named ?Fahrenheit 451?, ?Equilibrium?, ?I, Robot? in the last section of the work, are resolved within the context of panoptic ruling and dystopia context. Intense pressure that the continuous supervision and control of rulings create on social structure, individuality, existence, life.Key words:1. Ruling2. Observation3. Foucault4. Panopticon5.
