Abstract (EN)

In this study, the relationship of non-governmental organizations with local politics and their effects on local political processes are discussed. In this context, the form and dimension of the relationship of fellow countrymen associations with local political power mechanisms, the impact of associations on political processes, the approach of political actors to non-governmental organizations and the perception of non-governmental organizations, their influence on the members of non-governmental organizations and their influence on voter behavior constitute the priority areas of study. .Especially, the effects of associations formed by individuals coming together based on citizenship on the governance and decision-making mechanisms of their provinces were investigated. The importance of non-governmental organizations, seen as one of the most important actors of the concept of governance, has been emphasized in our study. It is understood that non-governmental organizations, which gain importance especially during election periods, are seen as a center of attraction by local political actors, as they allow easy access to the masses. In this sense, the relationship between them became more concrete and formed the basis of our study. Our study consists of three parts. The first section includes the conceptual and theoretical framework of the study. The concept of local politics in this context, the development of local governments in the world and in Turkey, concepts such as political participation and representation were investigated. In addition, the concept of civil society and its historical development and scope, especially citizenship and citizen associations were examined. In the second part, explanations are made within the scope of the research subject and method. In the third part of the study, the findings of the research were analyzed and evaluated. The power of interaction between civil society and local politics was concretized by means of the interviewees' evaluations and tried to determinate the relationship networks between them as a result of this analyzes. Problems were tried to be identified by examining the perception and perspective between the two actors. While examining the relationship between them, the dynamics of the associations were also investigated and it was tried to determine what kind of differences were revealed. At this point, the importance of the differences in terms of quantity and influence among the associations on political actors and their effect on the process were determined and evaluated in detail. In the last part of the study, the problems and solution suggestions were stated and the study was concluded.
