Modern political parties are cadre movement who has a specific thought for country management in basic. This cadre has to develop and promulgate existing thoughts for better country management. Development of thoughts; It can be described as applying their "core ideas" which are fed by political, economic, and socio-cultural, the historical development of the society in which these thoughts occurred, the intellectual processes they experience to make sense of these developments, to the current conjuncture. Promulgation of thoughts means persuading the majority of the electorate that the cadre can achieve political power that these thoughts can provide better country management and making them use their preferences accordingly. In this sense, although political parties are an indispensable element of democratic political life, they have a very important role in building a modern and prosperous society, as well. The core of country management is public administration. While public administration expresses the organizational structure of the state in a structural sense, it also means the management and administration of all matters related to the public such as economy, education, and health. Until the 1970s the traditional understanding of public administration, was dominant, which separated politics and administration from each other, adopted the principle that politics was to produce public administration policies, and that the administration, namely bureaucracy, was to implement these policies as a technical task. The clumsiness of the traditional understanding stemming from the principle of separation of politics and administration paved the way for the search for a new understanding of public administration. Within the new public management approach, flexible, effective, appropriate, and result-oriented practices have begun to be used in public administration, far from the cumbersomeness of bureaucratic organization and paperwork, in the public administration-public relations plane, similar to the business-customer relationship in the private sector. When it is accepted as a necessity of our age and today's public administration understanding to be a fast and productive model, it becomes an important process for the parties in the political scene to be able to manage in a participatory structure away from bureaucracy. The core of this thesis is that political parties are an important political participation tool in terms of the development of a participatory democracy model, and in this respect, the theories of the emergence of parties and their subsequent activities have an important place in the understanding of public administration. The understanding of public administration has found a place in the party programs of the political parties, in how to follow a public policy in the administration of the country, together with its historical requirements, in broad, precise, and clear circumstances. The fact that the understanding of Turkish Public Administration has gained an important place today causes the political parties operating in our country to make this an important task. In this context, the public administration needs to have a fast, productive, and contemporary structure in the formation of a fast, productive, and modern state system. In this context, the objectives taken into account by the Justice and Development Party and the Republican People's Party in shaping the public administration in their party programs become an important process. Therefore, in this thesis, by gathering all the elements that have taken part in the political arena since the establishment of the Republic, under two different roofs, the two main political actors of today's Turkey, fed by all this historical process; the focus is on examining the historical backgrounds of the Justice and Development Party, which claims to be a mass party, and the Republican People's Party, which pretends to be a cadre party, its analysis in terms of political party typology, its effects on Turkish Public Administration Understanding, and the current public administration discourses in political party programs. To assist comparison in the thesis and to make the current image in our country more clear with examples from the world, the political party system of the United States of America, where modern political life has a very long history and the period of political parties began with the war of independence, similar to the one in our country, and the programmatic features of the parties has been scrutinized.
