Analyzing Siyasetname in the context of educational leadership

The work called "Siyasetname", also known as "Siyeru'l -Mülk" and written by the vizier Nizâmü'l Mülk at the request of Sultan Melikşah, the ruler of the Great Seljuk State, ruling between 1037-1157, means "Politics" in Arabic, "Letter, Risale" in Persian. It also contains administrative meanings such as being dominant and putting order. Siyasetname is a book that regulates interstate relations under the name of country management and administration, includes punishments given to ensure public order, describes political affairs within the framework of philosophical morality, and guides how state administrators can best fulfill their duty responsibility. This study focuses on the texts in the Siyasetname written by Nizâmü'l Mülk through document analysis with a qualitative approach and analyzes the leadership advice given. Divided into 51 chapters, the work contains short stories and narrations to support Nizam al- Mulk's ideas, which he first discussed within himself and then put forward, as well as verses from Hadith and the Qur'an. Nizam al-Mulk aimed to succeed in supporting his ideas with the stories he narrated and to collect his political experiences and advice in this work rather than being a historian. Nizam al-Mulk sanctified rulership in his descriptions by integrating the concept of "Kut" with Islam and the accepted wisdom that rulership is given by the Creator. When describing an important leader, Nizam al-Mulk noted the following: "He was a God-fearing, just, courageous, highly intelligent, knowledge-loving, sound-minded, religiously pure and a veteran ruler". "When justice prevails, benevolence prevails, as a matter of fact, where there is justice there is chivalry," he said, emphasizing the need for justice and morality among leadership qualities. He accepted the concept of "justice" as a sine qua non in administrative theory. Therefore, according to Nizâmü'l Mülk, the ruler cannot make a mistake because this mistake will cost not only himself but also the nation. In addition to this, another issue emphasized in the Siyasetname is the importance of facilitating accessibility to the ruler, because he argued that the people can express themselves better and bullying of the people can be prevented through this accessibility.
