Abstract (EN)

The purpose of this thesis, analyzing the People's Republic of China's Central Asian policy, is to examine this region's status in the China's foreign policy. Central Asia has an importance which attracts the attention of the super power countries not only with its rich underground and surface natural resources but also having borders with the dominant forces. As for the China which is one of the dominant powers, the region is strategic for both national and international objectives. The concepts of energy and security, which are considered as the main parameters of Chinese foreign policy, form the main subject of both objectives. China, which tries to develop its relations with Central Asia via its 'Win Win' approach along with supporting the development of the countries by means of investments, bilateral relations and facilitating the integration of the region with global area, is in the effort of ensuring the safety of the area by struggling against the factors destabilizing the geography of Turkestan. It is seen that China meets on a common ground with Russia whilst ensuring the safety. As a matter of fact the unstable form of the region hosts qualities that can threaten national security for both major powers. In this regard Shanghai Cooperation Organization, though established for the solution of border issues, later adding new missions acquires an important regional organizational identity in behalf of ensuring safety. China, acting in unison with Russia, also wants to decrease the possible reactions against its physical presence mostly provided by the framework of the Shanghai Cooperation Organization in terms of security. On the other hand China's assertion to become a regional hegemonic power and then to become a global hegemonic power, though not declared officially, will be ensured by its dominance over nearby countries. In the light of this China, which uses its growing economy as an impact tool over Central Asian Countries, can achieve international initiative power by means of region. Thus One Belt One Road attempt, in the sense of initiative, is an important example which will be discussed in this thesis. To be able to be successful, The Beijing Administration which has frequently applied to soft power elements while implementing this policy, is needed to get energy smoothly in the medium term and its economic growth must be sustainable. Therefore Central Asia's security serves both China's energy and national security at the same time. In this regard security and energy, forming the basic parameters of Chinese foreign policy and corresponding with the policy of Central Asia, are the mainly concepts will be discussed in this thesis.
