Abstract (EN)

This thesis was submitted to the Graduate School of Natural and Applied Sciences, Department of Forestry in Çankırı Karatekin University. The aim of this study; analyzing the developing of the state since Platon, determining the stages have overcome until they had been social, democratic and constitutional, has studied the development of social state law which is one of the qualifications of contemporary state types. Under the light of this basic which has been secured by constitutional, the rights of forest villagers has been searched according to social state concept; it has been investigated whether the ORKOY organization which is established on the social state basic reached to conditioned goals or not. Economical and social functional credits given to forest villagers have been looked over taking into consideration so far the head office was built. How social state law occuring in fundemental law affected forest villagers was analysed being predicated on those credits. In conclusion, the reason of why social situation of forest villagers which constitute 10% percent of the nation population according to formal digits couldn't have been brought to desirable point was debated and different solution offers were presented.
