Abstract (EN)

Human being, has a number of physiological and social needs as a result of his/her creation. People are facing dangers while meeting their needs. He, at least, should guarantee his life against the hazards encountered. Societies have always paid a price to guarantee their securities. Because of this reason, societies need social security institutions. The cost to buy this security is sometimes met by themselves, sometimes by relatives, organizations or associations. Nowadays, this cost is generally met by the social security institutions. While social security institutions provide the sustainability of public welfare, they must, on the other hand, provide the income-expenditure balance. In this study, the effectiveness of the Provincial Directorate of Social Security in Central Anatolia between the years of 2008-2013, focused on inputs under the assumption of variable returns to scale are compared with the Data Envelopment Analysis and Malmquist total factor productivity index. Three input (permanent staff numbers, the number of directorates Centers connected to the number and the Provincial Directorate of company employees) and two output (the number of active insured people and the number of active people who have "Bağ-Kur") variables were used for the investigation of effectiveness of the Provincial Directorates. In 2008, according to the data used, twelve Provincial Directorates provided the effectiveness, only one of them failed. In 2009, ten Provincial Directorates provided the effectiveness, three of them failed. In 2010, nine Provincial Directorates provided the effectiveness, three of them failed to provide their effectiveness. In 2011, ten Provincial Directorates provided the effectiveness, three of them failed. In 2012, seven of the Provincial Directorates provided their effectiveness, on the other hand six of them failed to provide their effectiveness. For the ones those could not provide their effectiveness for years, suggestions offered for the purpose of increase their effectiveness.
