Abstract (EN)

There are some reasons that cause our social security system to be financially difficult. When the literature is examined, it is observed that there is a cause-effect relationship between these causes. The main purpose of this study is to paint a chain of problems that reveals the causes and consequences of the problems of our social security system. Thus, the problem chain introduced will make it easier to see the first step required for a solution. In other words, the problem chain mentioned is also a solution chain. In order to achieve the purpose described above, study sections have been created. Chapter 1 deals with the concept of social security and its development. It is explained that the development of the concept of social security from the Old Turks to the Ottoman and that it has lived a popular era in Europe in the recent past by modernizing. The financial indicators of our social security system are given in Chapter 2. The financial deficit of the system is shown with tables and graphs. When it comes to Chapter 3, problems that indirectly or directly cause the financial deficit of our social security system are tried to be determined. By addressing these problems, the inclusive problems are explained with their general dimensions. The purpose, rationale and method of working are explained in Chapter 4. In the fifth chapter, a general diagram showing possible problems causing financial deficit is included and interpreted. In the last part, according to the cause-effect diagram created with the problems mentioned in the study, the first steps to be taken for the solution were tried to be determined and some suggestions were made in this direction.
