Abstract (EN)
It may be said that social security system in Turkey, as if it?s establishment and development, gained a spontoneous structure. While every new formation contained the groups in different status, it also had problems as well. İnstitutions which enterede into the formation process within the planned period, turned their directions to the target to be integrated of the institutions fort he solution of problems. With this target, goals were settled up, plans were prepared. At the years of 2000s, however, single roof appeared as a tool in terms of the ground to form the new system, hot as a pupose aimed since the past. İt is important to answer for the questions like what this tool changed in the system and how much this change made an adjustment. By this approach, analysis of the formation process of social security system in Turkey may make a contribution to the related scientitic studies.
