Municipalities in terms of social policy and social municipalitism

Management structure in Turkey as the most important part of local government employees municipalities in different stages since its inception, has come to this party. The Tanzimat period, the city's roads, sidewalks, garbage, etc. was established to bring services to municipalities instead of today, social, cultural, economic, educational and health services in many new areas is continuing. Municipalities, roads, water, sewage, parking, cleaning, such as liability and responsibilities outside of traditional urban infrastructure and technical services is increasing every day.In our country, along with the growing urban population and the resulting unemployment, poverty, aging, cultural harmony and so on. Social problems have increased the responsibilities of the municipalities in the social field. Lack of central administration in the field of social policy, issued a new local government laws uploaded to the social responsibilities of the municipalities forcing local governments to be active in this field. In this context, decentralization, local government and so the concepts used frequently today, "local sustainable development"," social municipality ", " increasing the awareness of citizenship, such as "concepts, discourses and policies that attract the attention of researchers and done significant work in this area.Urban poverty, squatters, unemployment, etc. Beginning in the 1990s many problems especially in urban local governments and municipalities forced to a new understanding of management has left. Municipalities in Turkey in the field of social welfare and social policy process that began in the 1990s is now not only all the municipalities in metropolitan facilities remain in proportion.In this study, a dynamic social and cultural fields, the municipalities do their work as an actor will be examined. In this context, the emergence of social policies, emphasizing on a global scale, in Turkey, social policy, social, municipal, municipalities will be examined in the cultural field studies had been done. As a result of this research is the fundamental social problems of municipal applications and solutions will be put forward.
