Development of education expenditures due to sosial welfare state understanding in the post 1980 period in Turkey: A comparison on Turkey-OECD countries

Social welfare state understanding has been in the process of restructuring after the 1980 period as a result of globalisation and neo-liberal policies. Social welfare state has had responsibilities in different fields ranging from health to education and from social security to poverty reduction. In Turkey, the education expenditures may be accepted as social expenditures contributing to general social welfare of the society. The aim of this study is to explain the social welfare state and social expenditures in the context of the social welfare state briefly, and to examine and compare the level of education expenditures in Turkey and OECD countries. In the last century, the impact of globalization has begun to increase in the world, in this process a society that consists educated individuals has contribution to economical performance in point of the rising of human capital as well as generating social and political benefits for the country. The closer relationship between economy and education that forms the basis of a lot of studies.In this study, on the basis of the social state (welfare state) policy has been analysed that, the evolution and shares public expenditure of education within consolidated and central government budget expenditure and GDP after the 1980 period in Turkey. At the same time, the importance of education and the situation of education in Turkey have been discussed. Development of public education expenditure has been served as a tabulated and comparisons were made about educational services and expenditures via using indicators of 34 countries which members of OECD. At the end of the study; although in the examined period the qualitative and quantitative indicators related to education are improving, it was found that, there are similarity between development of public expenditure of education and economic conjuncture of the country, share of personnel expenditure are most of total expenditure and investment expenditures of education are not sufficient level.
