Social welfare state health expenditures and analysis of public health expenditures in Turkey: The case of Giresun

Social welfare is a matter of fact, which never loses popularity despite it loses its effect with globalization nowadays. The mentality, which began with Beveridge Report in 1942, found a more space at government policies after economic crisis and World War 2 and it is accepted as the important step, which should be taken for being contemporary civilization. The most important characteristic of a social welfare government are; being interventionist, regulatory and prorate of the income.Health expense, which is one of the necessities for being a social welfare government, is one of the most important expenses at almost all the countries. The member countries of European Union left approximately % 9 margins to health expenses from GTP in 2010 and health expenses will continue to increase because of the developing technology increase and increase of the lifetime. Because, the easiest reflection of social welfare mentality to the health service passes from serving health service to everyone.The aim of health policies is; increasing the social welfare of human who is source of it. Making the health of individuals, who forms society, better will cause an increase in the society?s quality of life. And the increase in the quality of life will also affect the healthsector directly. The better quality of life fact, which proves the existence of social welfare state, will increase the health expenses. Key Words: Social Welfare Government, Health Expenses, Health Expenses in Turkey
