Abstract (EN)
In 2000, Rwanda entered into a development process within the framework of the development plan named Vision 2020, which it published by taking Singapore, one of the developmental states, the country of Asian Tigers, as an example. In our study, in order to evaluate Rwanda's development process by focusing on the Vision 2020 development plan, "To what extent has socioeconomic development been achieved within the framework of Rwanda's self-determined goals?" and "To what extent has it been able to follow the socio-economic development process of Singapore, which thesis is to evaluate the socio-economic development process of Rwanda until 2020. Written thesis, which we wrote using induction and comparison methods, is divided into three parts. In the first part; Vision 2020 indicators and possible confusing economic concepts are discussed. In the second part; The concept of the developmental state and the development experience of Singapore, one of the Asian tigers, were examined. In the third part, the results of the Vision 2020 Indicators and Targets were evaluated. Afterwards, the studies of researchers in the literature were evaluated, and "Social Development State" was proposed as a concept describing the development process of Rwanda.
