Özet (EN)

During World War I, Ittihat and Terakki government published a law so called `?Tehcir Law?? in 1915, which suggested relocation of Armenians in consequence of weakening the Ottoman army by launching an uprising in the rear Eastern Anatolia front and facilitating the Russian occupation in this region by means of the Armenian volunteer units. During relocation process, many of Armenians died because of starvation, disease and bandit attacks under the shadows of War conditions.Since 2000s, Turkey public opinion has faced the discussions about Armenian genocide in national and regional parliaments of United States of America (USA) and in parliaments of European Union (EU) countries and this process turned into a problem that Turkish foreign policy has to resolve. Since 1970s, the problem which attracted the attention of international community after assasination of Turkish diplomats by ASALA (Armenian Secret Army for Liberation of Armenia), was placed in the political agenda of various countries by Diaspora; Armenian issue hereby was internationalized once again as it was in Treaty of Berlin (1878) term.Since Armenia gained independence with the collapse of the Soviet Union at the end of 1991, the main object which determines the relations between Turkey and Armenia has become two different definition of historical events of 1915 that Armenians define the events occured in Ottoman territory as `?genocide?? and Turks define as `?military security measure??. In addition to genocide claim, Armenia rejected recognition of Treaty of Kars (1921) which describes the boundary line between two countries so this has been perceived by Turkish foreign policy as Armenia?s territorial demands in Eastern Anatolia region of Turkey. So, the genocide and compensation claim also with territorial demands have been the main object for Turkey and Armenia?s foreign policy decision-makers.
