Abstract (EN)

Developed countries of the world use strategic planning systems in react to criticism of traditional regulatory planning system. The strategic planning system comes to the fore with its features such as flexibility, subsidiarity, and strategic role with providing benefits and its ability to assess the problem and new cases. However, some countries apply a new planning model of 'hybrid planning approach' by integrating the features of these two planning systems. Hybrid planning systems arise from the combined use of positive features of strategic planning system and regulatory planning systems. The phenomenon of urban regeneration is a popular issue in Turkey. However, the current regulatory planning infrastructure cannot provide a successful urban regeneration in Turkey. Because of this, urban actors in Turkey are trying different methods for urban renewal. By these methods, they are trying to make regulatory planning system flexible. At the end of this process, the existing legal structure is forced to be open to new methods. In terms of content, these methods are more close to strategic planning approach than traditional planning approach. These experiments of strategic planning methods which are developed in the regulatory planning system include the marks of hybrid planning system in Turkey. In the thesis study, 'hybrid planning system' is investigated in the planning system in Turkey and Fikirtepe planning studies is selected as a case.
