Criminal events are increasing nowadays. Sometimes it may be difficult for security staff to interfere immediately to events which we don't realize. Generally, the case is over or the criminal ran away until the security staff arrive to place where criminal activity took part. The most important factors to identify the criminal are witnesses, cues and evidences in crime scene. It would be easier to reach the suspects through right witnesses and effective evidences. In this study, some general and special data collected based on existing crimes and criminals. Then, expert system and required forms were designed. The software is developed on Delphi XE IDE environment. Also TMS WebGMaps package is used for mapping which interface based on Google Maps API JavaScript V3. SQL Server 2014 database management system is used for registering the data. The goal of developed software is to create a circle area around case place where a new crime take part in or the criminal is not identified yet. The software compares registered former criminal profiles with this new crime in determined circle. If the comparison result is over the desired level security staff would immediately contact with highly potential criminal.
