Abstract (EN)

According to the concept of bureaucracy in the classical period, kalemiye, saifiye and Ilmiye were composed of three main elements. The changing conditions over time affected the Ottoman Empire and led to reforms as a result of interaction. Reforms have been made, especially in the field of management. During the reign of Mahmut II. ministries and various institutions were established from the Tanzimat era to the second constitutional era. Officers working under ministries and institutions have been employed. Over time, especially During the reign of Abdulhamid II. the concept of bureaucracy changed and systematically replaced an understanding of bureaucracy. This systematic order was established in 1879 the During the reign of Abdulhamid II. the Sicill-i Ahvâl Commission under the supervision to the Ministry of Internal Affairs was established and developed over time. This is because the number of civil servants working in state institutions increased the Tanzimat era period during the period between the second constitutional and this situation had problems in terms of supervision as a result. In order to correct these problems, Sicill-i Ahvâl records were created and printed to the officers. The records of Sicill-i Ahvâl are a first hand source. The officer's name, nickname if you have the father's name, date and place of birth, education status, foreign language, and familiar with the language or kitabet tekellum, if any, printed works, how old where you started, and which tasks in organizations, salary amount, the working time received within engagement, berat, reward and punishment, etc. cases are recorded in the notebook. This document is called terceme-i hâl varaka. The official documents (varaka) have provided functioning in terms of the status of the officers. It also reflects the situation of the Ottoman State both in biographical terms and in socio-economic terms of the period. Records kept between 1879 and 1909 were kept in notebook form, while the file system was switched in 1909 and later. For this purpose, the historical process and other characteristics of Burdur Sanjak and the Ottoman bureaucracy and the activities of Burdur born public officials according to the Sicill-i Ahvâl records were discussed.
